The term "deck", in the pool and spa industry, usually refers to a wooden structure added to an above ground pool, or used to hold a spa or just to add more area to put patio furniture. The concrete around an in-ground pool is usually referred to as the apron. Often, this is the most neglected part of the pool, because wear is gradual, and often goes unnoticed, until it begins to settle, crack, or flake. While the apron, if it was correctly finished when it was built, needs little maintenance, there are a few things you can do to "spruce it up", and some simple things that can help the deck last longer

The apron around an in-ground vinyl is really not just a decoration or a convenience, it is a part of the structure of the pool, so it is important that it is in good condition. Actually, it's not so much the apron, as what's under it. When an in-ground vinyl pool is built, the hole is larger than the actual pool. Usually there is about 3 feet all the way around the perimeter that is dug out to the depth of the shallow end. The wall and buttresses, as well as the foundation for steps, rest on this "shelf". This is also where the pipes are that connect the pool to the equipment.
In an ideal installation, once the structure is completed, the builder backfills this trench, and compacts the dirt very tightly before pouring the concrete apron. Unfortunately, there are many pools out there where this step doesn't get enough attention. If the backfill has clods, holes, gaps, or areas where it is not well compacted, it will settle. Sometimes, it settles evenly, sometimes not so much. Often, it takes years for the problem to be noticed, then the concrete begins to settle or crack. Large rains, or leaks in the pool often bring on the settling, and while some minor settling of the dirt usually goes unnoticed, poor backfilling can cause major problems.
Minor, hairline cracks in an aging pool aren't really the big concern, but if the apron around your new in-ground vinyl pool is cracking or settling, you need to have a chat with the builder. It is a sign pf a potential disaster in the making. The pipes that run from the pool to the equipment are in the area under the concrete, so if there is settling, this puts downward pressure on the plumbing. If rigid plumbing was used, which is common because it costs less, it can crack under the strain, or put pressure on the fitting, like returns, causing them to crack just outside the wall. One sign that this is happening is that the return fittings are angled away from the wall, rather than being perfectly flush. Sometimes it is hard to tell, because most of the bulkhead fitting is behind the liner. If the faceplates on the inside are cracking, it can be a sign of trouble.
Another way to tell that the backfill is settling is that there will be hollow places under the concrete. We usually notice this when we are drilling to install a new safety cover, but you can also check it by the sound it makes when tap on it (sometimes, you can hear it even by walking on it with hard soled shoes). A hollow spot here and there is not unusual, but large, deep cavities are a problems. there are companies that specialize in fixing problems of this nature. One solution is to fill the void with a special expanding foam.
